THE RESERVE

at FOREST LAKE

 

a report on what we know - Forest Lake Homeowners Association

 

 

            This is a proposed development to be constructed on a 35 acre tract of land on the north side of the lake between Forest Lake Drive and South Cashua Street.   Dr. Phillip Greenberg, through his development company, MGL Development, is the owner.  He intends to construct 62 homes with a main entry off Stanley Drive (which connects Cashua to Forest Lake Drive). He also intends to annex the property into the City of Florence. A map of the project is available.

 

            Dr. Greenberg is also the owner of several vacant lots in Forest Lake one of which

fronts the lake.  It is through these lots that he intends to install a drain into the lake. After several meetings with the engineers of the project, Davis & Brown of Quinby, we have expressed our association's concerns as the owner of the lake particularly concerning environmental issues.  Both DHEC and SCDOT are involved in the  permit process.

           

            Residents of Forest Lake have expressed their concerns as follows:

 

1.      Environmental Impact on the Lake

2.      Stormwater Drainage into the Lake

3.      Location of A Sewer Lift Station

4.      Mandatory Membership in our Association

5.      The Impact of any Future Commercial  Development

6.      Intentions for the Lakefront Lot

7.      Compliance with all DHEC and DOT Rules and Regulations

 

            A DHEC permit has been issued allowing stormwater drainage into the lake.  This implies that DHEC has done the necessary inspections to be certain no negative environmental impact will occur.  Various safeguards have been put in place to prevent erosion and dumping of anything into the lake but clear rainwater.  We have been briefed by them as to things we can do to keep a watchful eye during the land clearing process.  A local  DHEC contact number has been provided for this purpose.  Further, the Department of Transportation has issued the necessary permit to dig across  Forest Lake Drive to install a drain.  They have required it to be 36 inches in diameter.

 

            We have negotiated an agreement with the owner covering those items (1-7) mentioned above. See a Board member for a copy.  We feel comfortable that enough safeguards are in place to prevent any danger to the lake.  We do intend however, to watch the developing closely.   Legally speaking, there is really nothing we can do to stop it.
